It is clear from a later communication received from Baluchistan that
Keyes had not seen telegram*, dated January 8th, from Kerman, and your
reply! addressed to Kerman as No. 1 of January 11th and it is obvious that
he was apprehensive that lack of liaison between Sistan and Kerman plans of
operation might result in Dost Mohd. whose power is based entirely on bluff
being able to retain unduly prominent position for himself by playing off one
party against the other. Keyes thinks that if properly used our information
regarding every petty chief both in north and south would result in detach
ing all support from Dost Mohd. and probably enable Central Government
to gain speedily and bloodlessly control over Persian Baluchistan, but it is only
by co-ordinated policy that this could be achieved.
2. Though downfall of Kohak would probably be achieved by us without
difficulty and would put an end to raids into Mekran from that quarter as at
present advised we forbear to press on Persians isolated action inspired by us
and not part of their general plan.
3. It is reported by Keyes that Amjad has asked sanction to pay 3,000
tomans per mensem to Damanis Ismailzais and Bekis, this is roughly equiva
lent of allowances granted b y us (for 18,000 in Keyes’telegram! 1-P. read
8,000). Payment of these allowances is in our opinion likely to facilitate the
Persian task very considerably and is well worth their while.
4. Amjad has also asked for large quantity of munitions on payment,
including 200,000 rounds -303 Mark YII 1,000,000 rounds -303 Mark VI but
we are not supplying these in view of opinions expressed by you.
5. Correspondence cited was sent by mail§ of 17th to Secretary of State.

Ends. Since they are matters of urgent necessity provision of tents and
railway accommodation should not be held up, but you should press for
cash payment and make it clear to Amjad that it is only on this basis that
future favours can he arranged.
Deference munitions asked for in letter** No. 3-P., f^ated January 19th,
from Keyes. See paragraph 3 Minister’s telegramft No. 5, dated 11th Janu
ary. In accordance with Minister’s views it should be explained to Amjad
tactfully by Liaison Officer that Government of India are unwilling to enter
tain this heavy demand.
