Sarhad Affairs.
Reference your memorandum No. /0-(IV)-M ,* dated the 4th January
1924.
2. I a^ree with His Majesty’s Minister that it will be necessary to retain
a Vice-Consul at Duzdap for the purposes stated by him in his telegram 435.
There is a large Indian trading community at Duzdap which will probably
increase if the Persians assume effective control and the uncertainty as to the
future of the line is ended.
3. I doubt however whether there will be any necessity of providing a
Consular Escort. Duzdap will probably always be the base of the Persian
Sarhad Contingent and will therefore contain ample troops for protection.
Two mounted “ ghulams ” would probably be sufficient.

In continuation of my telegram No. 50-M. 5 f dated the 15th January,
I have the honour to forward a copy of a letter No 3-P.,| dated the 19th
January, from Lieutenant-Colonel Keyes.
2. Colonel Keyes would appear to have established satisfactory relations
with the Salar Amiad who seems to be a man of capacity in command of a
force which is under present conditions adequate to take over Khwash.
3. The matter of stores and tents has already formed the subject of tele-
orapbic correspondence ending with my telegram No. 293-S.,§ dated .the 25th
January 1924. It has been agreed that in the matter of stores nothing further
should be furnished except on previous payment. The matter of the supply of
tents is an urgent necessity without the provision of which the affair may be
jeopardised. I have therefore permitted Colonel Keyes to carry out the
arrangement under which these tents are being obtained from the Quetta
Arsenal and will be taken out by Major Dennys on Monday next.
4. I have already asked in my telegram No. 276-S,,]| January 24th, that the
North-Western Railway may be asked to grant the necessary facilities for the
transport of the Persian troops so that Major Dennys may personally arrange
matters with Mr. Martin at Dalbandin on his return journey.
5. The political position in the Sarhad is not such in Colonel Keyes’
opinion as to give ground to expect that any real resistance will be offered to
the entry of the Persian troops into Khwash, or to the withdrawal of our
troops. The Persian difficulties are likely to begin wffien they are settled in
Khwash and begin to extend their influence, * §
