Shaukat with escort of 700 would proceed to Bampur etc on four month,
visit remaining 800 being posted at Khwash, Dehaneh Laghi, etc. Trans
port’estimated at 160,000 tomans for the four months.
3 Programme (B). It is suggested however that if Programme (A)
is too expensive, Shaukat should not (grp. undec.) (leave ?) Sarhad for
this winter, that he should summon there representatives of the whole of
Baluchistan and that only movement of troops should be 500 to Khwash
/where being mainly Baluchis they could live m tents near our detachment),
and 200 to Dehaneh Baghi. Strength of Duzdap detachment to remain as
at present. Provided permission is given to increase m strength of Brigade
from 2 000 to 2,300, the extra 700 could be found immediately from Sistan-
Kain. ' In addition permission is desired to raising of tribal levies, their
numbers being decided later.
4 They point out that problem should be tackled from Sistan side and
that if anything is to be done before next Autumn very early orders are
necessary whichever programme is adopted. Great difficulty would be
involved in a separate force for Baluchistan in regard to supplying reliefs,
reinforcements, concerted action on Afghan frontier and towards Baluchis
tan, and economy of personnel. They propose closest co-operation with
us, attitude of good-will towards tribes, and that for the present we should
maintain existing detachments at Khwash and Duzdap. They are prepared
to advise Prime Minister to make formal request to Minister to this effect.
Definite proposal for future administration would be deferred by Shaukat
till after tour. He lays stress on advantage he hopes to derive from full dis
cussion with Keyes and his support. He hopes Keyes and I would visit him
at Bampur or Khwash, to deal with outstanding Indo-Persian claims, and to
concert measures for dealing with future offenders, and as regards Mekran
border.
5. Feature of Programme (B) which appeals strongly to both is that
they could first share and then prepare to take over from us, with minimum
fuss and delay, the work which hitherto has been done by us on behalf of
Persian Govt. They are confident that tribes would be greatly impressed
by this display of unity, and, as evidence that no inconvenience is likely to
attend collaboration of Indian and Persian troops at Khwash, they point
to cordial relations between Indian and Persian troops at Duzdap.

of the Treasury would be reluctant, without some tangible compensation,
to make a gift to Persia of the 50 miles of line built at the expense o
Imperial Revenues, and in the course of correspondence with the Govern
