8. The relations between the Khan and the Sardars of the Confederacy
have been described as follows :

Federal Constitution. ^J iarigj therefore, gra
dually engaged the assistance of the Chiefs of their kindred kibes
in the neighbourhood by giving them jagirs of land ni Kalat
itself. -They were bound to furnish in return troops m certain
specified quotas raised among their own independent tribes, and
the Chiefs so far became, no doubt, quoad their jagirs, quasi-
feudal vassals of the Khan’s, though at first wholly independent
in their own territories. By means of troops so raised the
territories of the Khan were gradually extended through conquest,
but the force furnished by the Chiefs was the only one at the
disposal of the Khan up to the reign of IS asir Khan II. Thus
connected together and finding the necessity for mutual cohesion
and co-operation xthe independent tribes, the petty State of
Kalat and their joint conquests gradually became more or less
voluntarily amalgamated into one federal Statu under the author
ity of the Khan. As will he seen, however the condition of the
arrangement apparently still secured to the Confederate Chiefs
entire self-Government within their own previously independent
territory”.
9 Bv the end of the 18th Century the various engagements by which this

Constitution. While the Khan was supreme In his revenue-paying possessions
each Chief was independent in his tribe except that he could not parry out a
death sentence without the permission of the Khan. The premier Chiefs of
Sarawan and Jhalawan had powers ; in inter-tribal cases m their Provinces;
and above all was the Khan who alone could enter into external relations and
make war or peace. With him were associated the Premier fearawan and •
Jhalawan Chiefs and an hereditary Wazir in a consultative capacity..
The Chiefs could nominally elect a successor to the Khanate, but m practice
were confined to the immediate family of the Khan. The tribes could ®
successors to their chiefship ; the election was confirmed by its Premier Unet
and finally by the Khan, hut here again in practice the succession was contmed
tojfche immediate family of the late Chief.
10. It was the Khan’s efforts to break the power of the Confederate Sar
dars, and the mercenary army which ne
Khan’s efforts to break confederacy. maintained for this purpose by confiscat
ing their feudal fiefs that caused the quarrels between them.
11. In the early seventies the Commissioner in Sind held that the con
stitution of Kalat was feudal and that in
British Repudiation of Federa! Theory. ^ ^ poW0r of ftg feada l
Sardar should be broken and all powers should pass to the Khan.
In 1872 he attempted a settlement between them, but the arrangement
satisfied neither side. The Sardars were aggrieved, holding that their diffi
culties with the Khan had been increased by our support of Mm and by the
guns and supplies we had given him. The Khan affirmed that the settlement
was such that neither the Sardars nor their children’s children could carry
it out.
In 1876 we made another attempt working od the principles that Kalat
was a confederate State.
12. Before Sandeman, who was entrusted with the negotiations, could
approach the question of a treaty he had to reconcile the Sardars with the
