, o Minor Raids of 1922 and 1923. Tl'cr- have been 63 minor raids during the
W 8 months The two most serious of these were commirted by followers of
kahim Khan Baranrai, of Irafshan. Two others were committed at the instiga
tion or Mehrab Khan and Qadir Bakhsh, hausherwams of Ivuhak.
n Preten sions of Navshemanis of TMaK-The pretensmn of these Nausher-
wanis of Kuhak is due to the fact that Kuhak was allotted to Persia by thett896 ^
rommiss'on though the then holders of the fort were really British subjects and drew
the greater part of their income from land and rights of taxation in Br.tish terr.tory.
Tn 1014 Mehrab Khan, Nausherwani, took by treachery the h>rt o{ Kllluilc
from “he guardians of the infant sons of Ghulam Muhammad. Ghulam Muham
mad a diftant relation of the Kharan Sardar, had also owned certam property and
rights in the British grazing tracts of Gar and Barsoli.
Tn 1015 Mehrab Khan claimed that Gar and Barsoli were an appanage of
Kuhak fort and attempted to recover dahyak, sung, grazing tax and b^ar from the •
inhabitants’ and also prevented th< m from giving camel begar to the Nazim.
He afterwards dropped all these claims except those to swig and dahyak in
Gar and in spite of the protests of the Nazim, was aamitted to an agreement
wiTh the Assistant Political Agent to the effect that thongh Government could not
concede that he had any rights in British territt^jmtt as he was auveMer^
Government and prepared to render service he was to be permitted to exercise
the rights of collecting dahyak and sung in Gar for such time as he remained in
possession of Kuhak and continued to be a well-wisher of Government and m a
P uf™ In render service The agreement was only to be in force during the
pleasure of Government and was lifble to be cancelled by Government at any time.
In return for this concession Mehrab Khan was to assist the Nazim m collecting
camels and supplies. It was expressly stated that the agreement \\ as not to affect
in any way the^laims of Ghulam Muhammad’s sons to rights m Gar, and a clause
was added to the effect that during the continuance of the agreement the sons
nYrhuiam Muhammad were to receive Rs. 50 per annum, presumably as a
competation for haTding over their rights to Mehrab Khan. Ti e Political Agent
in sanctioning the agreement also sanctioned the payment of fp 25 per mensem
to the sons of Ghulam Muhammad. This mistake was probably uue to the
illegibility of the agreement.
The agreement with M< hrab Khan was entirely a matter of expedie ncy due to
the fact that he could eitlv r hinder or help in procuring camels, then a matter o
great importance ; it was contrary to an agreement arrived at m Quetta m 1897
between Sir Nauroz Khan and other Nausherwams, and sanctioned by the Agent
to the Governor-General.
12. Raid from Kuhak in 1923.-*? 1922 Me hrab Khan had de veloped the rights
accorded to him by this agreement into a claim for full hakumat, and had gone s
far as to strip and turn back the Naib’s men when making revenue enquiries in
Gar.
His brother Qadir Bakhsh came into Panjgur to see me in December 1922, and
I told him that, if they exceeded the rights given them by the agreement, I wou t
cancel it and close the frontier to them.
Shortly after my departure Qadir Bakhsh raided Parom and lifted some oamels
and other stock. Most of the animals were restored ho their owners on th n go g
to Kuhak and acknowledging themselves subjects of Mehrab K ian, v ,
graziers in Gar were forced to take their camels into the noig i oui oo o
and decline to obey the summonses of the Naib of Panjgur.
13. Abortive meeting with Baranzais in 1923. In accordance with y°^ r ^
structions I arranged a meeting at Grawag with Mir Dost Mu lamina on
13th.

Sardar who has always been well disposed to us, and had been of m g rea ^ Amp
