Your telegram* No. 136 S. of the 3rd May. This Goyernment requests
further consideration of blockade of Red

Department’s letter to Education, No. 36 M., May 3rd. This Government
considers permission of Haj politically most expedient, and in that case it is
essential that export during pilgrimage season in pilgrim ships of food stuffs
to Jeddah be permitted, as apart from risking starvation of pilgrims no shipper
likely to take Hajis without freight. Bombay Government respectfully
suggest that political risk of practical stoppage of Haj is greater than exclu
sion of Idrisi dhows from Jeddah.

Government were in full possession of
t serial No. 42. views therein urged before ordering on
grounds of high policy blockade of Red Sea ports. Very Secret. Briefly,
Cairo have been negotiating with Sheriff of Mecca for some months to detach
Arabs from Turkish cause and bring about revolt in Hedjaz. To effect this,
Sheriff, for reasons which are somewhat paradoxical and difficult of compre
hension, has asked for complete blockade of Red Sea coast excepting I run
ports. His Majesty’s Government, who were informed that this would make
arrangement ioi Hai practically impossible, have decided to acquiesce in his
wishes. Blockade is to begin on 15th May and last one month-but it may be
protracted.
