Civil Officers under the Government of India volunteering
for Military or Naval Service.
It has been suggested that it might be convenient to departments to
have on record a statement regarding the conditions under which olheers
in the service of the Government of India may be permitted to undertake
service with the military or naval Iok < s. . , i
The Government of India in a telegram of the 2nd danuary-expresse
the view that every suitable candidate

make good the wastage in Indian Army officers. For this purpose Indian
experience and training are essential. I hey therefore proposed tnat
applications to volunteer, addressed to the Secretary of State, should be
dealt with as follows :—
(A) If candidates can join Indian Units in Europe permission to volunteer
may be granted.
(B) If not, candidates should return to India and undergo training in
the Indian Army Reserve of Officers.
The above procedure, it was proposed, should apply to cases where the
candidate is fit for a commission. i , f tViot
\s regards other cases, the Government of India, while reluctant that
many civil officers, unless specially required, should volunteer, expiessed the
opinion that cases should he dealt with on their merits.
P The Secretarv of State has generally accepted these conclusions,f on the
understanding that the normal pio-

to India and serve there with the Indian Army Reserve of Officers, and
that onlv in exceptional cases should employment in Europe with Indian
troops be sanctioned. Be has given an undertaking to consult tUe Govern
ment of India on each case.
As regards terms :—
(A) Civil Officers joining the Indian Army Reserve of Officers.—It
accepted in this country free passage to India will be granted when an
appreciable amount of leave is forfeited. During the period of their
employment in India such officers will receive civil pay under the next-below
regulation (that is, the officer will draw the pay admissible to his immediate
junior in the cadre of his service) or military pay and allowances whidhever
is greater An outfit allowance of Rs. 600 will be granted.J Fuller

will be found in the Army Order printed as Appendix V. In the event of the
officer proceeding on field service out of India, he wdl come uudei the
conditions enumerated in (B) below.
(B.) Civil Officers accepted for service in Europe.—These will receive the
terms approved in the Secretary of

(ii.) Military service will not fie regarded as an interruption ol diity loi
leave already earned {i.e., it will not consume leave at the officers
credit).
fiii.) Military service will count for pension, but not for leave,
fiv.) Military service will count for increment if service in India would
have so counted.
