A specimen letter to a candidate embodying these terms is attached as
Appendix IV. .
Cases have also been brought to notice ol candidates undertaking civil
work under the War Office or Admiralty. Under present decisions the terms
described above for volunteers are limited to cases of men serving with the
Military or Naval forces.
The facts above recorded indicate that when a Department receives a
request from a civil officer under its control for permission to volunteer for
service with the military or naval forces of the Crown, the first step, unless
theie is strong primd facie reason to the contrary, is to ask the Government
of India by telegram whether they are ready to allow him to volunteer, and
if so whether he should be invited to return to India to join the Indian Army
Reserve of Officers. The officer should ordinarily be addressed on the receipt
of the Government of India’s reply in accordance with their advice. If an
officer whom the Government of India desire to have for the Indian Army
Reserve of Officers is unwilling to comply with the Government of India’s
wishes and asks to be allowed to join the forces in this country, the question
of obtaining the further views of the (Jovernment of India would arise, unless
their previous communication made it clear that they were prepared to spare
him for service in this countrv in the event of his deelinin<*r to volunteer for
service in India.
The Government of India, the Accountant-General and the Military
Department should be informed if permission to volunteer is granted, and it
is important that the Government of India should be advised as to the date
from which the officer’s military service actually begins.
In the event of a civil officer, who has volunteered, being killed in action
or dying as the result of military service the Secretary of State has expressed
a wish that a suitable letter of condolence should be sent to the family on
his behalf, and it has been arranged that the Military Department should be
responsible for advising the Department concerned in case such a casualty
occurs with a view to the issue of the neeessaiy letter of sympathy.
