APPENDIX I.
Telegram from Viceroy, dated 2nd January 1915.
P. —Your Public Despatch dated 23rd October last, No. 193.
Volunteering. This question is closely connected with that of Government
servants joining the Indian Army Reserve of Officers as to which separate
correspondence has taken place. Our view briefly is the following : -
We foresee that every suitable candidate we can get will be required to
make good the wastage in Indian Army Officers. For this, Indian experience
and training are essential, while other qualifications will with Home Forces
be sufficient. We are, therefore, unwilling to allow volunteering of Indian-
trained men where their knowledge will be thrown away, and we consider
that applications to Secretary of State should be dealt with in one of two ways.
If candidates can join Indian units in Europe then, subject to the
conditions set out in your despatch, there is no objection.
If not, they should come back to India and undergo training in the
Indian Army Reserve of Officers.
This applies to those who are lit to be officers.
As regards other cases, they might be treated on their merits, but we
are ordinarily reluctant that unless they are specially required, many should
volunteer. Representations that absolute embargo on Indian civil servants
and police will deprive us of likely candidates have already been made by
us, but we understand that your Lordship is willing to make exceptions in
special cases of junior officers of the services named.
We have various personal oases pending, and should be glad if final
settlement of policy could be arrived at early.
Telegram from Secretary of State to Viceroy, Home Department,
dated 17th February 1915.
P.— With reference to Your Excellency’s telegram of 2nd January on
subject of Volunteering. Subject to the remarks below, 1 accept your view.
The normal procedure should be return to India to undergo training in the
Indian Army Reserve, and 1 shall allow free passage when a civilian forfeits
an appreciable amount of leave to do this. Only in cases of exceptional
qualifications or special emergency is employment in Europe with Indian
troops advisable, e.g., in the case of Military Political Officers.
When, as an exceptional case, a civil officer is permitted to volunteer for
service in Europe with an Indian unit, he would receive a commission for
training in the New Army, on an understanding with the M ar Office that
eventually he would be posted to an Indian unit.
I accept the view that, in the case of officers who are not suitable to
receive commissions, they should not as a rule be permitted to enlist, and
with regard to such individual cases I will continue to consult you.
APPENDIX II.
Terms for Civil Officers joining the Indian Army Reserve
of Officers.

P. —In the matter of keeping at proper strength the numbers of officers
with Indian troops difficulty is becoming acute. This will grow more serious
with wastage. It is practically essential m the nature of the case that officeis
employed with Indian troops should be acquainted with the conditions of
this country, and therefore India must be the source of supply. We have
appealed already to non-official community to apply for admission to Indian
Army Reserve of Officers, but the supply so obtained will be insufficient.
