so that the cadres are at full strength. We are w.llmg to permit Local
Governments to allow such of their officers as can be spared, and are suitable,
toapplv to join Reserve. This we think consistent with the policy of calling
absentees back The men will be in India and will receive training which
will be valuable. If an emergency more insistent than the military require
ment should arise they could be recalled Excepting services such as
Indian Medical Service and Police (particularly probationers) other services
can we believe, spare men who would be glad to join and who would make
good officers If therefore the Secretary of State approves, w e propose to
direct Local Governments as suggested, and our opinion is that the men
should during the period of their employment in India, receive civil pay
which’thev would ordinarily have held under'the next-below regulation.
Their case, if they eventually proceeded to the front would be subject to the
conditions J applicable to Government servants who volunteer. As this
matter is one of great urgency we should be glad to receive your
armroval by telegraph.
Telegram from Secretary of State to Viceroy, Home Department,
dated 21st October 1914.
P. —In the circumstances set fortli in your telegram of the ISth instant,
I agree that a certain number of civil officers, wdiose services can be spared
by their Local Governments, may join the Reserve of Officers for temporary
service in Indian Army. Such employment should not, however, extend
outside India. To units likely to be ordered on foreign service, civil officers
should not lie appointed, nor should they be given encouragement to expect
to serve abroad. I approve your proposals regarding civil pay. You might
also give an outfit allowance. Please suggest a rate if you concur.
Telegram from Viceroy, dated ith November 1914.
P. —Reserve of Officers. Please see your telegram dated 21st Ociober.
We earnestly ask that your decision regarding terms of service may be
reconsidered. We consider that, if a definite ruling is made that civil
officers shall not be employed outside India, it is not at all likely that any
considerable number of men will volunteer. If this source of supply is
debarred to us, and if you find yourself unable to agree to the expedients we
consider requisite, we must say that we fear w'e shall entirely fail to make
good the wastage of officers wdth Indian Force in France, result being
continually increasing lack of efficiency. We therefore ask most earnestly
to be allowed a free hand in employing civil officers willing to take up duty
in military capacity.
Grant of outfit allowance is considered suitable; Rs. GOO was offered to
non-officials, and for officials we suggest same terms.
Telegram from Secretary of State to Viceroy, Home Department,
dated 17th November 1914.
P. Please refer to your telegram dated 4th instant regarding Reserve of
Officers, it is a natural consequence of the proposals made in your telegram
of 18th ultimo that civilians should be restricted from appointment to units
which are likely to go on foreign service and should not be encouraged to
expect active service out of India. 1 he scheme was that civilian officers were
to be employed in Indian Army temporarily in the place of officers holding
permanent commissions who might be sent abroad to make good losses : the
civilians were to be employed in India and be subject to recall. This power
of recall I consider absolutely necessary if it is contemplated that they should
be employed extensively in Indian Army, and if they serve abroad recall is
