as much revenue as possible, lie forwards it to Meslied: he has lately received
one lakh of rupees in cash from the adherents of the Ameer as a fine for some
offence, or under some other pretence. In short, Herat is in a very ruined
condition.”
The Ameer awaits the arrival of the above Chiefs. About Rs. 25,000 were
sent to Meshed hy the late Sirdar Putteh Mahomed Khan for the purchase of
some articles required by the Ameer. The officials of Sirdar Mahomed Yacoob
Khan desire tcrg-et back this amount from Meshed, but the Ameer considers 'it
as his property, and it remains to be seen who wall receive it.
At the time of the collision of Sirdar Eutteh Mahomed Khan with Sirdar
Mahomed Yacoob Khan, Eutteh Mahomed Khan gave three “ lakhs” of rupees,
being the deposit money of the Ameer to the army (at Herat), as an advance
from°their pay of the current year for their necessary expenses. The officials
of Sirdar Mahomed Yacoob Khan have commenced to deduct this money from
the army from their pay. They have further realised the whole of the Govern
ment revenue of this year, as Sirdar Eutteh Mahomed Khan did not receive
even a single pice.
The Chiefs of Sirdar Mahomed Yacoob Khan have camped to-day at
“ Killa Kazi,” one stage from Cabul, and will probably reach Cabul either
to-night or to-morrow morning and wait on the Ameer.
The Turkish envoy questioned the Ameer in regard to the appointment of
date en route for his departure, and His Highness said that he could leave
as soon as he wished to do so, but it would be better for him to proceed ml
the Koorum territory and India, with reference to the facility and distance of
the road. The envoy has, therefore, begun to sell some of his things with a view
to leaving speedily.
Sirdar Mahomed Surwar Khan, son of the late Sirdar Mahomed Azim
Khan, has arrived at Cabul with irons on Ids legs, and is placed in confinement
■with his other brothers by order of the Ameer.
Some trusted people from Herat have reported that Meer Alum Khan
alias Hushmut-ool Moolk, Governor of Kayn, had intended to go with all
speed to Teheran, and has probably left.
Translation of a letter dated the Wth September 1871, from Atta Mahomed Khan, Agent
at Cabul, to the Officiating Com.missioner and Superintendent, Peshawur Division.
I beg to acknowledge the receipt of your letter dated 2 nd instant, in regard
to the Kyan matters, and to state that I have communicated your compliments
and the contents of the letter to the Ameer, who expressed himself highly
gratified with the kindness and esteem of the British Government, and after
wards desired me to communicate his compliments to you, and to state that
His . Highness is extremely pleased with the cordiality and kindness of the
British Government, and that whatever raids the Meer of Kain has hitherto
committed w ithin Afghanistan might be considered as ££ by-gones are by-gones
ut, tor the future, so long as the Seistan matters are not adjusted in accordance
with previous communications by the attention of the English Government,
Afghanistan can hardly enjoy perfect tranquillity.
