I have the honor to enclose translation of a letter* addressed to
* July 5th. me .by the Persian Minister for Foreign Affairs,
notifying that the export of grain and pro
visions, as well as the practice of storing corn and provisions, have
been prohibited, the prohibition to commence taking effect a month
after His Excellency’s communication.

8th July 1871.
TnE scarcity and dearness of grain and provisions have arrived to such a
degree in the provinces of this country, and have become so very manifest that
no superfluous detail is required. Through this state of affairs the poor are on
the verge of death, and the rich have fallen into unusual and excessive troubles
and severities. This evil has now found its way to Teheran, the capital of
Persia, so much so that the Legation generally applies to this department on
account of the scarcity of bread and grain. Tinder such circumstances it
behoves every civilized and well-regulated government to take such suitable
steps as would tend to remove such a state of affairs, and, with a view to keep
the country in order, and to relieve the people from the aforesaid troubles and
adversity, and also to endeavour in securing an abundance of grain and other
provisions in the country, His Majesty the Shah has therefore been pleased to
ordain, both by right and also with a view of justice, that while the dearth of
provisions and cereals exist, and the people are put to such privations and
troubles, all export of grain and provisions io> foreign ports shall be strictly
forbidden, as also the practice of storing grain, &c., with a view of selling it at
higher prices afterwards, which, in fact, amounts to withholding from God’s
creatures their daily food. Should any person, after the date of this interdict,
yet pursue this very improper course, his stored grain and provisions will, with
out any exception, be sequestered and> confiscated by the Government . By
virtue of this royal order the necessary orders have been despatched to the
authorities of Azerbijan and those who reside on the other frontier towns of
Persia, and 1 have considered it necessary to trouble Your Excellency also, the
mission being that of a friendly and neighbouring power and itself a well-wisher
of Persia, and the medium of cordial relation between the two exalted Govern
ments, will certainly co-operate in a necessary manner in this case and send
immediate notice to the British subjects and proteges enjoining them not to
export provisions or grain after a month from this date, nor to store or withhold
them, so that the good intentions of the Persian Ministers, which are intended to
he general, may be thus carried out. It is obvious that the Legation will in
amity and friendships show its full concurrence and unanimity in this matter.
