In continuation of my No. 3524, dated 31st ultimo, I am directed to
forward herewith, for submission to the Government of India, copy of a
further letter (and enclosures), No. 769—159, dated 17th idem, from the
Political Resident in the Persian Gulf, regarding the state of affairs at
Muscat.

In continuation of my letter as per margin and previous correspondence

nonor to enclose a copy ol a report from the
Political Agent showing the political aspect of the state down to date.
2. A telegram* of a more recent date has already informed Government
that His Highness Syud Toorkee was himself
embarking for a renewed attack on Sohar Port.
3. There is, I think, nothing in the state of affairs which might not have
been and very little indeed which has not been anticipated.
4. The meaning of Ibrahim bin Ghais still holding Sohar is, that there is
the remnant of a party in the northern portion of the Muscat territories, and
inland towards Rostack, which still adheres to the hopes and fortunes of the
Azan bin Ghais, branch of the ruling tribe.
5. A proximate cause of the discontent of the Henavee tribal division
of the State, is their jealousy of the Ghafferees who placed Syud Toorkee in
power, and upon whom, therefore, he may probably lean. It would be as
politic as difficult for His Highness to bring about a permanent harmony be
tween these two great sections of the tribes.
6. The departure of Syud Abdool Azeez for Gwadur will, in my opinion,
relieve His Highness Syud Toorkee of one source of embarrassment. Rut I
am not satisfied as to what may have been the real motives of Syud Abdool
Azeez for making the move in apparently so sudden a manner.
7. It may be that Syud Abdool Azeez deemed his own safety liable to
be compromised, whether by the ill-will of Thoweynee, or by the overtures of
disaffected tribesmen, or it may be that Syud Abdool Azeez apprehends far
ther commotion, and deems his position at Gwadur preferable to that at Muscat.
8. The destitute condition of his exchequer is doubtless a principal and
perhaps the most pressing of the embarrassments of His Highness Syud
Toorkee. But this embarrassment would be felt by whoever might attain power
in Muscat under its present impoverished circumstances.
