32. It remains only to consider tlie reply which should he given to the
Ameer of Cabal. It should be clear and unmistakeable that we recognise the
Khan of Khelat as an independent sovereign with whom we have treaties of
alliance, but with whose proceedings we do not desire to interfere beyond giving
him friendly advice ; that we should always counsel clemency and moderation
in his dealings with his chiefs; but that in the case of Moo la Mahomed who
had been engaged in repeated rebellions against his sovereign and had refused
to accept the moderate terms on which pardon for his past offences and restora
tion of his hereditary property was offered, we see no reason to disapprove of the
Khan’s conduct, bin ally that we do not doubt that on these grounds the Ameer
will concur with us ip "discountenancing appeals which, if entertained, could
only lead to complications with a State which, though small, we desire to uphold,
and to whose independence the British Government attaches much importance.

p < —Since writting this memorandum I have had an opportunity of
seeing Sir H. Green. I gather from him that on. one point to which I omitted
to refer, viz., the possible embarrassment that might arise to us from the enter
tainment by the Khan of the small body of half disciplined troops referred to
by Colonel Phayre, he entirely differs from the views of that officer. They
could never in his opinion be or become an embarrassment to us, much less for
midable. They are of service to the Khan as against those who have no troops
with the slightest discipline whatever, but against any British Indian force
they are not worth thinking of.

It is with great regret I have to submit to your Excellency in Council
the accompanying papers, relating to matters which have recently occurred ou
the Frontier of Upper Sindh.
2 . I have already in my letter No. 52 of the 26th January last placed
on record that I entirely dissented from the views Colonel Phayre held, as
regards our position towards, and relations with, the Khelat State. I had
hoped that what was written in the above letter, with the remarks I had made
on Colonel Phayre’s narrative of events (copies of all these were immediately
given to him) would have been sufficient to have removed from his mind the
totally wrong impressions he entertained.
3.. I also wrote most fully in demi-official form, at different times, with
v the object of getting him to see things more clearly, and in their correct light.
The chiet points urged in all these communications were, that our communi
cations with Beelochistan were to be solely with, and through the Khan.
That we were in no way to interfere with the Government of his country, hut
only offer our aid to the extent of giving him good advice through the Political
Agent, with the view of promoting a settled and strong government in the
country lying next to our Frontier.
4. All has however been without effect, and he now not only persistently
adheres to those views, though so repeatedly told they were wrong, and not to
be followed, but he has most unreasonably and, I consider, unjustifiably at
tacked His Highness the Khan of Khelat, and passed most undeserved censure
