2nd. Hoped that arbitration may be ac
cepted in terms of Secretary of State’s
instructions. Considered thac depar
ture therefrom now would be unfor
tunate.
Forwards copy of General Gold-
smid’s letter of instructions to himself,
relating to the meeting with the
General at Bam.
Intimates that necessity for com
municating with Ameer about Seistan,
is growing daily more urgent, and
asks him to expedite settlement of
basis, and to telegraph progress.

The Minister for Foreign Affairs
says that the intention of the Shah
had not been clearly understood by
Her Majesty’s Government, and that
a reference to his memoranda of 24th
July and 4th August last would
clear up the point. Arbitration in
the sense now suggested by us was
never contemplated by the King, and
there were grave objections to such a
course : that proposed by Persia, and
to which she adheres, could not be
attended with the slightest inconve
nience. The Commissioners would
proceed to the frontier, draw up their
map, collect all necessary information,
and then return to Teheran. The
question would then either be settled
here, or referred to London for the
decision of Her Majesty’s Govern
ment. Teheran had, moreover, the ad
vantage of being in telegraphic com
munication with England and India,
and both quarters could be apprised
daily of the progress of the negotia
tion. The speedy and satisfactory
manner in which the Perso-Khelat
boundary question had been brought
to a termination, would, he hoped,
have due weight in favor of the Seis
tan question being similarly settled at
Teheran. The Minister expressed a
hope that Pier Majesty’s Government
would not make any further objection
