I HAVE the honor to enclose two precis of correspondence on the
beistan and 1 erso-Khelat boundary questions, which have been prepared
at this mission. r 1
Precis of correspondence> J?erso-Khelat Boundary.
The question of a commission for the delimitation of the Perso-Khelat frontier
grew out of a complaint made by the Viceroy of India of the conduct of Ibrahim
Enclosure i in Mr. Thomson’s No. 99 of Khan, the Persian Governor of Barnpur, who for
December 24th 1869. the second time within the year, had made
threatening demonstrations in the direction of the Kedj territory.
On the receipt of this telegram, Mr. Thomson called upon Mirza Saeed Khan
Mr. Thomson’s No. 99. and Rested that steps should be taken to
prevent the recurrence of acts of this nature.
The Foreign Minister replied that, whilst engaging to prevent for the moment
any hostile measures on the part of Ibrahim Khan, he felt it his duty to state that
Kedj and Gwadur belonged to Persia, and that no one would have any right to
complain if, by overt acts or otherwise, she managed to recover them.
In a further despatch in the same sense, Mr. Thomson, whilst recording the

any mterlerence on the part or Her Majesty s
Government between the Chiefs of neighbouring Native States and themselves,
expressed an opinion that a strong remonstrance on the part of Her Majesty’s
Government would be necessary to prevent them from adopting hostile measures
against Khelat.
On the receipt of Mr. Thomson’s telegram to the Viceroy of 22nd December
1869, Lord Clarendon instructed Mr. Thomson
to point out to the Shah’s Government that Her
Majesty’s Government having treaty engagement
Earl of Clarendon’s No. i of 6th January w ith the Khan of Khelat, could not admit the
principle that the British Government “ has no
concern with the relations between Persia and Kelatbut that they would
“ always be ready, in a friendly spirit, to assist in the arrangement of difficulties
which may have arisen between the Shah and the Khan of Kelat.”
In obedience to these instructions, Mr. Thomson addressed a note to the Per-
Enclosure No. i in Mr. Thomson’s No. 39 of sian Minister for Foreign Affairs, which elicited
15th April 1870. a request of an explanation of the grounds on
Enclosure No. 2 in No. 39 . which Her Majesty’s Government thought fit to
make representations to the Persian Government on this subject.
Mr. Thomson replied that Her Majesty’s Government could not admit that
they were not entitled to interfere between
Enclosure No. 3 m No. 39. Persia and Khelat, and that they were ready to
use their friendly offices to avoid complications.
Mirza Saeed Khan rejoined by communicating to Mr. Thomson an autograph
annotation of the Shah, written on the margin
Enclosure No. 4 in No. 39 . t i ie letter, and couched in the following
terms:
“ Respecting Khelat, the -demarkation of boundaries between Persian
Beloochistan and”Khelat, has not yet been'clearly defined. If the British Govern
ment is desirous that the said line of frontier be traced, let Commissioners
