Revenue Agent of Herat. ivieerakhor Ahmed Khan.* There were formerly
-rr , . , , TT S1X Wantry regiments, i.c., two Cabullee and four
Heratee regiments, at Herat, of these two Cabullee and two Heratee regiments
dispersed at the time of the fall of Herat, and there were only two Heratee
infantry regiments at that place afterwards. Two Cabullee infantry rem-
ments were despatched subsequently from Cabul, and it was proposed that
altogether four such battalions should remain at Herat. It is now reported that
at the time. of his departure from Herat to Cabul, Sirdar Mahomed Yakoob
Khan had given orders that the two Heratee regiments who had deserted should
be re-collected, and that there will, therefore, be six regiments now at Herat. Conse
quently some people state that as the Ameer is under the impression that there
are only four infantry regiments at Herat, and that the collection of former
(deserted) sepoys has been prohibited, His Highness will probably express dissa
tisfaction if it is confirmed by a communication from Meerakhor Ahmed Khan
that Sirdar Mahomed Yakoob Khan has completed six infantry regiments.
t Governor „f Turkestan. ^ that owing to the excessive tyranny
oi JNaib Mahomed Alum Khanf many people from
Balkh have taken flight and gone to Samarcand to Sirdar Abdool Kahman
Khan.
The Ameer is of opinion that at the time of the arrival of the army from
Hurrah, a notification should be read to them in the parade ground to the
effect that though the late General Heramoorz Khan, Commander-in-Chief,
was a loyal officer and had great powers and responsibility in the Afghanis
tan army, still he turned out so negligent, that he could not protect his life
from his enemy; that it is to be attributed to the help of God alone that
after his death in a critical time the peace of the kingdom was not disturbed,
otherwise the management of the Government would have been possibly shaken
and the enemy would have attained his object; and that under the above circum-
stances it is notified that if in future such negligence occurs on the part of any
officer, no attention will be paid to (the distress of) his surviving relations.
His Highness further proposes to read a notification to the above army in the
parade ground to the following effect:—
“ Sirdar Khan J and General Putt eh Ali Shah § having separated from their
army were killed by the enemy during a disturbed
state of affairs, and owing to their want of judg
ment and caution the officials of the Govern
ment were much disgraced and encouragement was
afforded to the enemy, I have been exceedingly
displeased with them. Had they returned alive, I
should have punished them for their ill-advised behaviour, but as they have been
killed on account of their stupid conduct, I do not regret their death.. Should
any officer act in a similar manner in future no regard will be paid to his
heirs.” Roostum Khan, brother of Sirdar Khan, after hearing the above m Dur
bar, made some representations about the disappointment of his expectations, but
was verbally reprimanded by the Ameer.
As the army from Hurrah is expected to arrive to-morrow at Cabul, the
Ameer has ordered Durbar officials and the army at OaM ^ some d ^ 1 '
eacies according to their means to the road as a feast to the atom Mimy
