• 8. You will be guided by circumstances as to your mode of travel. I am
uot sure whether you cau keep throughout the survey to the actual line of I
frontier. But with a tent and sufficient escort (Khelatees on their side and
Persians on theirs), you will doubtless accomplish all that is required. To an
officer of your experience X need not point out how much of the maintenance
of good understanding and success in work must depend on tact and patience.
9. Assuming that I myself go to Seistan, if, on the completion of your
labours, you can with perfect security proceed to join my camp there, I should
be very glad to have the advantage of your company, and we could return
together to Teheran via Meshed. Some knowledge of the desert road between
Talk and Seistan would, moreover, be of great use in relation to existing bound
ary enquiries in Eastern Persia, otherwise you will use your own discretion in
carrying out the arrangement detailed in the extract from the note of Her
Majesty’s Minister in Persia of the 1st instant in the fittest manner.
10. As regards' your pay and allowances, I shall submit that you receive,
while employed on the proposed survey, a consolidated amount monthly equal
to monthly "pay of the Director, Persian Telegraph, with travelling allowance
of three tomans per diem, and hire and keep of horses and baggage animals.
You will be entitled to the necessary tents, tent furniture, and such public
servants as the ordinary rules of the service and your own experience in Persian
travelling allowances will show to be a fair and reasonable establishment.
Should you prefer taking your own horses for use to selling them off and re
purchasing them or others for your own riding, I see no objection to your so
doing, drawing Rupees 30 per mensem for each of three.
11. If you can so contrive, I think you should reach Bushire about the
middle of November, so as to embark in the steamer of the 19th idem, and arrive
at Bunder Abbass on the 22nd, on which date I might probably meet you there;
continuing your voyage to Muscat you could at that place discuss further pro
ceedings with Major Ross, the Political Agent, who is well acquainted with
Gwettur and neighbouring coast and country. i
12. With regard to the scientific instruments you may require for your
survey, I believe you are already fairly provided. In case, however, you should
require an additional supply, a request will be telegraphed from the India Office
to the Government of India to the effect that orders may be issued to the Sur
vey Department to forward such instruments as you may need by rail to Bombay,
thence to be brought on by myself, or at once despatched to the care of Major
Ross at Muscat. I propose to have your tents in like manner forwarded to the
latter officer.
13. You will obtain the necessary funds at any time as follows :—
At Teheran and in Persia, from Her Majesty’s Mission by bill.
At Gwadur or Muscat, by bills on the Bombay Government cashed by
