m Muscat.
2nd As regards taxation, the terms of the Treaty should, I think be

An Arab subject in the service of the British-Indian Steam Navigation
Company has claimed exemption from taxation by the local Government and
protection.
2. As the Company would he greatly inconvenienced by the loss of his
services at present, I accorded protection to him, hut I am doubtful whether he
is equally entitled to it on the following grounds :—
1^.—By Article IY. of the Treaty between Her Majesty’s Government and
His Highness Synd Saeed, protection is only granted to Arab subjects in the
service of British subjects in Muscat, and the claimant, as shown in his plaint,
is in the service of the British-Indian Steam Navigation Company in Bombay.
2nd .—Granting him, however, to be entitled to protection, he can only
claim such as is granted by'the Treaty to the British subjects in Muscat, and
exemption from taxation is certainly not granted therein.
