My Lord,
I have considered in Council your Secretary s letters in the Finance
Department, No. 465 C.S.R., dated 1st
April, and No. 790 C.S.R., dated 20th
Mav, referring respectively the requests
of Mr. F. W. Johnston, C.S.L, C.I.E.,
Revenue Commissioner of Baluchistan,
and Mr. F. F. Lyall, C.I.E., Commissioner
of Bhagulpur, Bihar and Orissa, regarding their service during the war m
the Ministry of Munitions. Mr. Johnston, in a letter to the Agent to the
Governor-General, asks that the whole of his service in that Ministry, instead
of a part only, may count as active service for pension ; Mr. Lyall asks that
such service may count for privilege leave. You observe that tlm tenns^o^
