Letter congratulating Pelly on his settlement of the Bahrein [Bahrain] question before discussing the latest complications being caused by Colonel Robert Phayre's and Captain Robert Sandeman's intereference which has resulted in the Government of India having to become involved in Khelat [Kalāt] affairs in order to protect the Khan of Khelat's position.

The letter also discusses enquiries into Phayre's handling of judicial and financial matters including allegations of his accounts being false and fraudulent; and giving other officers', including Sir Robert Napier's,opinions of him.

The letter concludes by discussing relations between Britain and America, in regard to the Alabama Claims, and the likelihood of Russia attempting to move towards India should the resolution of the claims result in dispute or military action.

A postscript to the letter refers to the British Government's decision to allow Torkee [Turki bin Said] to look after his Mekran possessions; the likelihood of Ibrahim Khan attempting to take Chabar [Chāhabār] unless he is prevented from doing so by Tehran; and the advice given by Merewether to Captain Samuel Miles not to interfere in Gwadur [Gwadar] affairs other than to provide advice to Abool Azeez [Abd'al Aziz Al-Said].
