I think it would be a fatal mistake to allow
the deputation of an R.A.J 1 . officer to Bahrein or any other
place in the Gulf# His position would amount to that of a M€i
military attache', and experience shows that these worthies
are nearly always a stumbling "block in the paKth of the Poli
tical authorities, particularly in undeveloped places# To
my personal knowledge they have been such in Kabul and Meshed,
where they frequently held viwws diametrically opposed to
ours, and though these views were not those of H#M,Government
and were based in many cases on incomplete information, they
did not hesitate to air them, often with the support of the
General Staff#
