I had intended to write to you by the last
mail regarding a small mission we are undertaking
down the Gulf but owing to a sudden change of plans
to suit H.S. the Shaikh of Kuwait's convenience, I
omitted to do so as I had to leave on Saturday, the
mail day at dawn for Kuwait by air. Please accept
my apologies.
Some years ago we exchanged correspondence
with the Shaikh of Watar by which we were granted an
exclusive exploration license within his territories.
are anxious to confirm and extend that license as
we ma^ shortly be turning our attention to H.S. f s
territories.
One of our staff Mr A.P. (Haji) Williamson,
whom you probably know, is a personal friend of H.1.
the Shaikh of Qatar and frequently calls in to see
him when touring the Gulf in connection with our
distribution activities.
Mr. Williamson is now on one of these tours
down the Gulf in company with Mr. Mylles, a senior
Official of the Company, and I have asked them to call
in at Doha to approach and, if possible come to an un
derstanding with H.E. the Shaikh in the matter.
I shall of course advise you at once if there
are any further developments.

IOR/L/PS/10/994/1 consists of memoranda, letters, and correspondence concerning the development of an oil concession for Qatar (also referred to as El Katr). Included are the following:

  • Correspondence between British Government officials discussing the implications of different forms of wording to use in responding to a request from the Eastern and General Syndicate Limited to contact the Shaikh of Qatar [Shaikh Abdullah bin Jassim bin Mohammed Al Thani] to discuss the terms whereby the company would exploit any oil resources to be found in his territory
  • Correspondence discussing the view that Shaikh of Qatar is not one of the Trucial Chiefs and that the autonomy of Qatar was recognized in the (unratified) Anglo-Turkish Agreement of July 1913
  • The terms of the British agreement with the Shaikh of Qatar to defend against attack from land and relations between the Shaikh of Qatar and Ibn Saud
  • Analysis of Ibn Saud's methods of persuading the Shaikh of Qatar to give the oil concession to Standard Oil rather than the Anglo-Persian Oil Company.
