Mr. Laithygaite pointed out that the decision in
Question had had in view British territory only. Qatar was
not British territory, nor a British Protectorate. It was
an independent Arab State in special treaty relations with
H.M.G. The view that the Cabinet decision referred to
did not cover the Arab Sheikhdoms of the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , had
