Letter regarding the state of affairs within the new India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , and the difficulties that Lord Stanley, the new Prime Minister will be facing, in particular with the Military Department.
The letter goes on to discuss the state of the Empire, which Louis feels is getting too big for both its rulers and its systems of administration and that there is an urgent need for new methods and people to address these issues.
The letter concludes with discussion of a memorandum which Louis is intending to write for 'the general'.
