The letter is conveying the details of a report from Captain Miller, commander of the Country Ship Duncan , of his recent encounter with two separate groups of 'pirate boats' in the Gulf, one of which harassed the ship during its passage. It requests that Captain Prior undertakes a cruise of the lower Gulf to obtain intelligence on any pirates operating there; it notes that the services of the broker Often a local commercial agent in the Gulf who regularly performed duties of intelligence gathering and political representation. at Muscat will be placed at his disposal should he be able to make the suggested cruise.
