HE GOT I AT IOHS.
I had 3 hours today with minister of Court and
Minister for Foreign Affairs, who hardly spoke.
They professed the greatest desire to reach
immediate settlement. Conversation was very discursive. So far
as can be judged from first contact all should be easy provided
we can settle Bahrain.
On this subject Persians' views are that they have
a claim which can be disposed of either by reference to some
tribunal or by negotiation. They maintain that if we both prefer
negotiation it is purely waste of time for me to say that Persian
claim depends chiefly on value attached to it by claim. I regard
this as common sense.
I think I convinced them that we will not do deal
over Tamb at expense of Shaikh. Being satisfied that something
territorial is what they want I asked whether they had ever thought
of suggesting compensation elsewhere. Minister at once mentioned
3hatt-al-Arab. I said he seemed to think that we always satisfied
claims at expense of third parties. «*e talked round issue and
eventually Minister indicated that Persian claim in Shatt-al-Arab
could be satisfied by Tripartite Conservancy Board. I thought
this would be in harmony with views of His lajesty's Government.

A detailed Historical Memorandum of Bahrain compiled by the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. is contained on ff. 94-118. The memorandum contains a history of Bahrain from the pre-1783 era until 1934 and includes details of the British role in the country, the numerous treaties signed by the Al Khalifa family with the British and a discussion of Turkish (Ottoman) and Persian claims to the territory.
