arbitration with the Persian Government over Bahrain*
2. At the end of the last paragraph of that letter I
drew attention to the unfortunate effect which an Internation
al Commission, sitting at Bahrain, and investigating on the
spot whether Bahrain did or did not belong to the Shai ch,
would have not only on the .-.rabs of the Gulf, but throughout
the Arab world. In this connection an article which appear
ed in what is probably the leading Arab newspaper, the
Muqattam of Cairo, is of some significance as indicating the
interest which is taken in Gulf affairs by the Arabs outside

3. The article in question, which appeared in No #13971
of the Muqattam for December 17th, was entitled "The Issues
of the Shatt al ^rab and Bahrain before the League of Nations.
What is demanded by Iraq, and what is demanded by rersia".
The article enumerated the questions at issue as rollows:
1. The refusal of Persia to organize her political
relations with Iraq.
2. The desire of Persia to occupy a portion of the
Iraqi Shatt al .rab and the interference on the
part of her officials there with the Iraqi officials
from time to time.

The memorandum contains a history of Bahrain from the pre-1783 era until 1934 and includes details of the British role in the country, the numerous treaties signed by the Al Khalifa family with the British and a discussion of Turkish (Ottoman) and Persian claims to the territory.
