[28417] No. 1.
Foreign Office to Admiralty.
Sir, Foreign Office, August 17, 1908.
I AM directed by Secretary Sir Edward Grey to acknowledge the receipt of your
letter of the 15th instant, respecting the situation at El Katif. In reply, I am to
request that the Lords Commissioners of the Admiralty will be so good as to make
it clear to the Commander-in-chief, East Indies, that he is not to give assistance to
the Turkish authorities unless the Porte apply to His Majesty’s Government on the
subject and until he is authorized to do so by their Lordships, after consultation with
this Department.
I am to add that, in Sir E. Grey’s opinion, assistance by any of His Majesty’s
ships should be strictly limited to saving life.
I am, &c.
(Signed) LOUIS MALLET.
