the first place, hut to set out the whole arrangement as
in the draft letter to the Sheikh. Then when the Sheikh
has accepted the draft letter, write to the company and
obtain their formal agreement to everything that is in the
draft letter.
3 The second alternative seems to he in essence that
which was intended to he adopted, see paragraph 4 of the
letter to the Sheikh on page 12 and the letter on page 15;
hut if this is so I do not see how article 11 of the
agreement is required.
U The next document to he signed, as I understand it,
is the concession itself. I have only got before me an
old draft of the concession and I am not attempting to
consider its terms which are, I imagine in any case subject
to negotiations with the Sheikh. But I understand that in
signing the concession agreement the Sheikh states that he
signs it subject to the approval of His Majesty’s
Government. If this is so then something to this effect
should either he in the concession itself or in a document
signed at the same time as the concession.
The next document which has to he signed is the draft
letter to the Sheikh as to which I have no comments except
that I should have thought we should want to say in that
letter not merely that the company agreed that the Sheikh
should have power to determine the concession if the
company broke their agreement with His Majesty’s Government
(the company’s acceptance of this will of course appear in
the agreement itself if article 11 is amended as I have
suggested above) hut also that the Sheikh will, if His
