I have the honour to refer to your letter Ho.36-4, dated,
the 23rd &u&ust 1924, in which you call for my views on a letter
from Shaikh Isa’s Solicitors, with special reference to the
suggestion that the Bahrain State should provide the costs of the
Shaikh’s memorial to the Government of India and of a further
apoeal which he nroposes to address the Secretary of State for
India.
2. The Government of India will remember that in 1669 the
father of Shaikh Isa bin kli was killed by a cousin who usurped
the Chief ship of Bahrain. The British Government intervened, the
enemies of the deceased Shaikh Ali bin Khalifa were imprisoned and
Shaikh Isa was installed as Chief on the nomination of the neads
of the Arab tribes of Bahrain. Shaikh Isa has always entertained
an exaggerated idea of the benefits conferred on him on this
occasion bv the tribes, who in consequence nave been accustomed to
assert their internal autonomy and to deny the Chief’s rijit to
pass orders upon them. This has bem the chief cau-e of tne
Shaikh’s unsatisfactory rule. The mass ot the poop.i e oj ^anrain,
who are Arabic spe aking Shiahs, were the sufferers and tneir
condition resembled that of helots, who could call no lands nor
the produce of any lands their own.
3. The climax came last year, though the Shaikh had been
remonstrated with repeatedly throughout nis long reign, a- - ne
history of the State in ”Aitchison’s ireacies fol. ^•ara.ln^,
and later records show only too clearly.
