Minutes oj a Meeting of the Eastern Committee held in Lord Curzon's Room at the Privy
Council Office on Wednesday, August 14, 1918, at 11 a.m.

1 . The Committee resumed the discussion, adjourned from their
previous meeting (E.C. iGth Meeting, Minute 2), on the situation at
Baku, the Caspian, and Krasnovodsk.
General \\ ilson said that he had, since the last meeting >
prepared the drafts of two telegrams which he wished to submit for
the approval of the Committee.
After some discussion, in the course of which various amend
ments were suggested in the two drafts, the Committee—
Authorised the War Office to despatch the telegrams in their
finally approved form (E.C. 1166, (Appendix l).

2. The Chairman referred to a telegram, No. 1209, dated the
12th August, from Sir R. Wingate (E.C. 1154) (Appendix II), giving
the latter’s views on the situation, which, it had been suggested,
might be relieved by diverting Ibn Saud’s attention from the Hejaz
and directing it towards Ibn Rashid.
A brief discussion followed, in the course of which Lord Robert
Cecil suggested that the matter was one which might be left to the
Chairman and himself to settle.
Ihe Chairman thought that the Secretary of State for India
should also be present, if the Committee agreed to leave the matter
in their hands.
The Committee accepted Lord Robert Cecil's proposal as amended
by the Chairman.

This file is composed of papers produced by the War Cabinet's Eastern Committee, which was chaired by George Curzon for most of its existence. The file contains a complete set of printed minutes, beginning with the committee's first meeting on 28 March 1918, and concluding with its final meeting on 7 January 1919 (ff 6-214 and ff 227-272).

The file begins with two copies of a memorandum by Curzon, dated 13 March 1918, proposing the formation of the Eastern Committee. This is followed by a memorandum by Arthur James Balfour, Secretary of State for Foreign Affairs, approving Curzon's proposal, and a copy of a procedure for the newly created committee, outlining arrangements for committee meetings and the dissemination of information to committee members.

Also included is a set of resolutions, passed by the committee in December 1918, in order to guide British representatives at the Paris Peace conference (ff 216-225). The resolutions cover the following: the Caucasus and Armenia; Syria; Palestine; Hejaz and Arabia; Mesopotamia, Mosul, Baghdad and Basra. They are preceded by a handwritten note written by Curzon 'some years later', which remarks on how they are a 'rather remarkable forecast of the bulk of the results since obtained.'
