Peace Delegation are cf opinion that there might
he some advantage in expediting conclusion cf Treaty with
Imam as, if and when the question cf Arabia comes to he
discussed hy Peace Conference. His Majesty's Government might
he in a stronger position if they were able to explain
a Treaty was already in existence. They are content, however,
to leave the date of Colonel Jacob's visit to you and myself.
1 doubt the possibility of excluding the question of
boundaries from the proposed Treaty and I consider that its
final conclusion will have to be postponed till after the
Peace Settlement. Nevertheless I thinh it would be well
to open negotiations forthwith both to strengthen our case
at Paris and to reassure the Imam. You should ac-ordingly
despatch Colonel Jacob without delay to open preliminary dis
cussions. He should explain to the Imam that His Majesty's
Government have no Intention of interfering in internal
affairs hut are anxious to see the principles of cohesion
co-operation supersede separation and discoid in Arabia, y
realise that this policy can only be successful with the
good-will of the autonomous rulers of Arabia, through whom

The volume contains papers mostly concerning relations between HM Government and Bin Rashid [Sa`ud (II) ibn Abdul Aziz al Rashid], Emir of Hail [Jabal Shammar], in the Nejd region of Arabia.

It includes correspondence regarding: the desire of Bin Rashid for friendly relations with HM Government, and for help and protection from the British Government; HM Government’s decision to open relations and negotiations with Bin Rashid; the suggestion of the High Commissioner for Egypt that he should act as a medium in negotiations between HM Government, the King of Hedjaz (King Hussein), Bin Saud [Ibn Saud] and Bin Rashid; the proposed British mission to Bin Rashid; and the murder of Bin Rashid by Abdullah Bin Tallah.

The correspondence largely consists of copy correspondence between the Foreign Office and the following: the High Commissioner for Egypt (Sir Francis Reginald Wingate, followed by Edmund Henry Hynman Allenby); the Civil Commissioner, Baghdad; the High Commissioner, Constantinople (A Calthorpe); and the Counsellor of the Embassy, Cairo (Milne Cheetham).
