(l) That by the refusal of the British Govern-
ment to guarantee the 2% million loan (which is amply
secir ed by the Customs) in^M'EC the financial control
of the impecunious Persian Government has been allow
ed to pass into the hands of Russia, at least until
1910.
(2) That Persia has agreed with Russia not to
grant any railway concession during the same period.
(3) That Belgian Customs House Officers (really
representatives of Russia) have been appointed through
out Persia including Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ports and even down
the frontier of Baluchistan at points where there are
no Customs to collect.
(4) That Russian doctors (with Cossack guards)
are interfering with British caravans on Persian
territory, namely in Sistan and the region between
Sis tan and Mashad. The Russian consul in Sis tan and
the Consul-General in Mashad are also doing all in
their power by intrigue and otherwise to hinder
British trade being carried on by the Sistan route.
(5) That Russian emissaries are working to
prevent the development of British trade v;ia the Karun
river and Bakhtiari/ country.
(6) That Russia is negotiating a new Commercial
Treaty to supersede the Treaty of Turkmanchai, which
provides for a 5 per cent, ad valorem duty on all im
ports, and, seeking to have less than 5 per cent
charged on goods, she largely supplies to Persia,whilst

The file also includes a few documents relating to Koweit [Kuwait] (folios 55 to 56, and folios 49 to 52).
