(Hi) It is believed that the Sarakhs road will he opened for all the Russian
trade with Persia as this will be the. shortest route for the import and export
of merchandise.
(iv) It is reported that all the branches of the Special Department
the frontier will be removed and only intelligence agencies retained.
(v) Mirza Ahmad Khan, a shopkeeper of Persian Sarakhs, has been
prohibited from visiting Russian Sarakhs as he is suspected of being a spy.

Krasnovodsh .—September 7th.
The daily ration for all stood at the above date at half a pound of bread.
Supply ships arrive occasionally but their cargos are sent on to Tashkent.
The water condenser and pump are out of order and water has to be brought
from a considerable distance.
Note —The state of disrepair of the condensing' apparatus was first reported on the 29th August. It ie
difficult to believe that with railway repair shops at Krasnovodsk and Kizil Arvat the trouble cannot be-
quickly set right. On the other hand the matter may lie with the condenser tubes which cannot be replaced
from Bolshevik resources. 1
Passenger and oil traffic from Baku have greatly decreased of late. Ihere
has been no troop movement east or west for a month.
The destitution of the populace is extreme. Ko famine refugees are, or
can be, accepted. The narrator himself was clothed with gunny bag material..
Yet Bolshevik orators continue to bold meetings and to dilate on the prospects:
of the future which are all to he secured by the practice of unity..
Askhabad .—September 14th.
Conscription is in progress, men of ages 18 to 25 being selected.
Were it not for the restrictions in force on the Persian frontier thousands
of the famine stricken would have crossed into that country. There is no
epidemic in Askhabad but hunger is claiming more victims than the worst
form of disease would be capable of for of hunger there is no cure.
Merv .—September 5th to 14th.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
