1. There is reason to believe that the Turkish
Delegation will, on Tuesday, counter Lord Curzon f s proposal
for an enquiry by the League of Nations to fix the frontier

or for some sort of , by proposing that the
Mosul vilayet or the part to the north of the line occupied
by British troops on the day of the Mudros Armistice,
October 30th, 1918, should be given a plebiscite, British
troops and officers being withdrawn south of the southern
frontier of the vilayet or south of the armistice line,
and the T vacuum 1 policed by a joint Anglo-Turkish or Anglo-
Arab-Turkish gendarmerie.
2. It is suggested that the best method of
countering this proposa.l,which not umair,
is as follows:-
(a) Firstly, it may incidentally be pointed out that
by this proposal the Turkish Delegation will themselves
tear up Article 1 of tbe National Pact,which only admits
a plebhcite for the Arabs south of tlie Armistice line of
October 30th, 1918.
(b) The question at issue is not whether the Mosul
vilayet as a whole should be incorporated in Turkey or
the State of Iraq. That question, so fer at any rate as
all the Arabs (some 180,000) and all the Christians (some
62,000) are concerned, has already been settled by the
free vote of 1921 which acclaimed Peisal as King of Iraq
including Mosul. In this vote many Kurds too participated
including the Erbil Liwa, in spite of its predominantly
Kurdish...
