Viceroy, I am directed to inform you that under the pressing circumstances of
the case the Secretary of State for India proposes to reply to the Viceroy’s
telegram as indicated in the accompanying draft (M.-19434.)
The early concurrence of the Army Council is requested.

With reference to your letter No. M.-18659, dated 2nd instant, I am com
manded to acquaint you for the information of the Secretary of State for India,
that the Army Council concur in your draft reply to the Viceroy of India,
telegram dated 30th May 1915 in regard to the organization of the Flying
Service in Mesopotamia.
I am to add that a further communication is being addressed to you on the
subject.

Sir,
I am commanded to say that the Army Council cannot agree to the pro
posal put forward in your letter of 21st instant, No. M.-21135.
It is considered, in the light of the experience gained in the formation
and organisation of the Royal Flying Corps, that any attempt to ^ establish a
separate Flying Corps for India, at the present juncture, would be inadvisable.
The difficulties of training personnel, and of providing and maintaining mate
rial, are very great under the most favourable circumstances. Most of these
difficulties have already been overcome by the Royal Flying Corps, but would,
it is feared, prove almost insuperable in the case of new force to be organised
in war time.

- Conversations between Sir Percy Zachariah Cox, Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , and the Shaikh of Muhammareh [Khorramshahr] with regards to negotiating with leaders of the Bakhtiari [Bakhtīyārī] tribal confederation to protect the oil fields and ‘maintain order’ in Arabistan [Khuzestan]
- The rejection of Turkish forces from Najaf [An-Najaf] by the local population
- Discussions about how to govern holy places between the Basrah [Basra] Vilayet [a province under the Ottoman Empire] and Baghdad in anticipation of them coming under British control, and the extent to which the Persian Government should be consulted on this matter.
