made serious mis-statements regarding his interview with
the Sheikh in Hay by misrepresenting the Sheikh as having
agreed to some of his proposals and by asserting that
certain aspects of the matter were discussed which In
fact were not mentioned at the interview.
/ • H© had used his frequent and prolonged absences
from Bahrein to mix himself up in several matters
connected with oil in the Persin Gulf outside the scope
of his duties as Chief Local Representative of the Bahrein
Petroleum Company. The chief of the.se extraneous
activities has been his protracted negotiations with the
iheikh of Kuwait on behalf of the Eastern and General
Syndicate and the American interests behind the Syndicate
for an oil concession in Kuwait, during which time he has
been far from open in his dealings either with the Sheikh
or with the local British authorities in the Gulf. He
has also taken a hand in various efforts on the part of
American interests to obtain oil concessions in the
