Therefore we accept offer of retirement to take effect from date to be fixed with
him. Our refusal to allow withdrawal of offer can be amply justified, if
necessary, by publication of papers which Holkar will probably be reluctant
to face. Acceptance of his offer does not accordingly arise out of his language
about me, or out of recent outrages. I should equally have recommended it
had offer been made at any time during last four years. My position, however,
in insisting upon it is stronger now, because my Political Officers, in connection
with recent events, evidence of which has been collected, have definitely advised
me that Maharaja is a madman unfit to be entrusted with any authority, and
that he ought to be put under restraint. It is in order to escape this alterna
tive that I propose to take advantage of his own offer. This is really sequel
to policy of past two years, during which the Maharaja has not continued to
govern, as you say, but has gradually been deprived of governing rights,
though remaining a power for evil in the State. 1 hope to gain object quietly,
and will now proceed.

Herald’s uniform. Please see my telegram of October 8th. We propose
to clothe the 12 trumpeters in gold embroidered coats similar to those used by
the bandsmen of the Life Guards. Can you send us a specimen coat by next
mail; if so, we can get them made up locally. But the time is short, and if
we are to get the coats made by December, it is important we should receive a
specimen by the end of this month. Please let me have your reply by
telegram.
