The volume contains the Annual Report of the Government of Bahrain for the Hijri year 1351 AH. The report is written by the Adviser to the Bahrain Government, Sir Charles Dalrymple Belgrave.

The report was submitted by Belgrave to the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Bahrain, Percy Gordon Loch, who then forwarded it to the Political Residency A diplomatic office of the British Government established in the provinces and regions considered part of, or under the influence of, British India. in the Persian Gulf Historically used by the British to refer to the sea area between the Arabian Peninsula and Iran. Often referred to as The Gulf or the Arabian Gulf. , at Bushire. The correspondence relating to this process is included in the volume.
