The correspondence focuses primarily on the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. 's handling of affairs in Baroda and their failure to reprimand Colonel Robert Phayre for his behaviour; the Government of India having taken over the managing of Baroda affairs and the Governor of Bombay, Sir Philip Wodehouse's dislike of the way in which his Government had been treated and kept in the dark over decisions relating to the state.
Other correspondence includes a detailed discussion of the Opium trade and methods of tackling smuggling that had been occurring, particularly near coastal and river areas; issues surrounding the security of letters and telegrams being sent between Pelly and the Government of India; and a death threat made to key individuals, including Pelly, involved in the decision to depose Malharrao, Gaekwar of Baroda.
