The letter is forwarding information to aid Andrew Jukes once he takes up the post of Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Kishme [Qeshm]. Enclosed with the letter are the terms of engagement of the Francis Warden , which is to transport Mr Jukes to Kishme, and a list of stores (including tonnage) to be shipped aboard the vessel.
