(ii) Local courts .
A number of changes in procedure were introduced
at the end of 1945 and this made for a big reduction in the
number of pending cases and a general speeding up in the
work of the courts. There were many criminal and profiteering
cases in the first half of the year, but they decreased
noticeably in the latter half.

Many policemen left the force during the year
on the termination of their period of agreement. Rates
of pay were slightly raised and a messing allowance was
granted in lieu of rations* Many naturs also resigned
or were discharged, and their places were filled by
temporary appointments. Men who would otherwise have
ioined the state forces were attracted by the higher
wages paid to labour and preferred short term employment
to a four year period of enlistment.
An effort was made to enlist a dozen young men
of sood families for training as police officer cadets.
Over 30 candidates offered themselves but only five
proved suitable, the majority of them failing to pass the
medical test.
The houses of a number of Indian residents of Manama
were burgled during the early part of the year, but apart
from this public security was good. Smuggling decreased,
and there was a drop in black-market activities after
several cases had been brought before the courts. Five
persons were killed in traffic accidents and 17 seriously
injured.

Imports increased and there was a large and
steady demand from the public for all classes of goods,
