The letter contains Pelly's arguments for relocating the residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. to Cassab [Khaşab] on the Mussondoom [Musandam] Promontory, focusing on trade, relationships with local chiefs and support for the agencies in the area.
Also included are Pelly's thoughts on the situation in Oman under the new Sultan, trade in Persia, in-depth analysis of the Caravan trade, the location of the Telegraph and Steamers in Kuwait and the Telegraph, Coal Depots and Political Residencies throughout the Gulf.
