NOTIFICATION.
Dangerous Drugs.
New Delhi, the 18th February 1933.
No. 1. —In exercise of the powers conferred
by sub-section (2) of section 7 of the Dangerous
Drugs Act, 1930 (II of 1930), the Governor
General in Council is pleased to make the
following rules, the same having been previous
ly published as required by sub-section (I) of
section 36 of the said Act, namely: —
. Part I.— Preliminary.
1. (1) These rules may be called the Danger-
Short title, com. ous Drugs (Import,
mencement, repeal and Export and Tranship-
application. ment) Rules, 1933.
(2) They shall come into force on the 1st
March 1933, whereupon all rules (not being
rules regulating the import of charas into
British India by land) made by whatever autho
rity under an enactment specified in the first
three columns of Schedule II to the Dangerous
Drugs Act, 1930 (II of 1930), and for a purpose
specified in sub-section (2) of section 7 of the
said Act shall be cancelled except as regards
anything done or any offence committed or any
fine or penalty incurred or any proceedings
instituted before the said date.
(3) Nothing in these rules shall apply to the
import of charas into British India by land.
2. In these rules the expressions "dangerous

third column of the annexed Table for the
import of the dangerous drugs specified in the
corresponding entry in the first column thereof
from the places specified in the corresponding
entry in the second column thereof:
Provided that a Local Government may by
general or special order permit a traveller to
import personally into British India by land from
any Indian State or foreign settlement in India
opium or hemp up to the limit of quantity
within which possession by him is allowed
without a pass on the JBritish Indian side of the
Frontier.

(1) Opium
Any Indian State or foreign (1) Where the final destination is in British India the

import from a State in India is another part of the
same State or another such State, or {ii) in the case
of import from a foreign settlement in India is
another part of the same settlement, the import
shall be effected under an authorisation granted by
or under the orders of the Local Government within
whose jurisdiction the place of importation is
situate, such authorisation being masked " in
transit ".

(2) Where the final destination is outside British
India the import shall be effected under an
authorisation granted by the Governor-General in
Council, or, in such classes of case as the Governor-
General in Council may direct, by or under the
orders of the Local Government within whose
jurisdiction the port or place of importation is

Most of the Finance Department circulars in the file amend the following rules:

  • Fundamental Rules, 1924 and the Supplementary Rules;
  • Civil Services (Classification, Control and Appeal) Rules;
  • Civil Pensions (Commutation) Rules;
  • Superior Civil Service Rules;
  • Superior Service (Compulsory Retirement) Rules 1932.

Although the majority of Finance Department circulars in the file concern amendments to regulations about personnel, there are also several which amend regulations governing the keeping of public accounts and control over government expenditure. There is also one Finance Department circular about amended customs regulations for the control of drug imports and exports (folios 28-30). The file also contains a few Government of India circulars issued by the Home Department. These are also routine notifications of minor amendments, mainly to the Superior Civil Service Rules, with regard to the number, title and grading of posts in Government of India departments.

The numbering is written in pencil in the top right corner of the folio, starting at the front of the file, on the file cover (f 1A) and ending on the inside cover at the back of the file (f 365). Folios 110, 115 and 125 have been additionally numbered 111, 116 and 126 respectively, on the verso The back of a sheet of paper or leaf, often abbreviated to 'v'. .

The earliest documents at the front of the file (ff 1D, 2-26) were originally numbered 554 to 579 in pencil in the top right hand corner
