No. P. 1-XV-R. Ij30.—With reference w
paragraph 6 of this Department Resolution
Ao. F. 81-K. 1|24, dated the 11th February
1929, the Governor General in Council is pleased
to prescribe, under Fundamental Rule 116, the
rates mentioned in the annexed schedule for
the purpose of recovery of contributions for
pension and leave-salary in respect of military
officers and other ranks in permanent civil
employ who are transferred to foreign service.
These revised rates shall have effect from the
1st July 1933, and shall also apply, with effect
from the same date, to military officers and
other ranks already in foreign service except
those who were transferred to such service,
before the 27th January 1922, in the case of
military commissioned officers, and before the
28th February 1924 in the case of others, in
whose case there has been no fixtension of the
period of foreign service and consequently con
tributions on w J lose behalf are still recovered in
accordance with the old Civil Service Regula
tions rates.
2. These rates, which will be payable only
during active foreign service, cover, in all cases,
the liability for the ordinary, disability and
family pensions and gratuities (including the
disability v and family pensions at double rates
and the gratuity admissible under paragraph
94—Pension Regulations, India, in respect of
military officers ; the special and mustering-out
pensions and gratuities and gratuity admissible
under paragraph 258, ibid in respect of Indian
ranks ; and invalid pensions and gratuities in
respect of military sub-assistant surgeons)
which may be admissible, under the ordinary
rules of their service, as they stand from time to
time, in respect of officers or other ranks trans
ferred to foreign service in any circumstances
whatsoever.
Ordered that the Resolution be published in
the Gazette of India.

They are routine notifications of minor amendments to regulations and procedures governing the appointment, pay, pension and other conditions of service of Government of India employees, such as their entitlement to leave and travel expenses, their contributions to the General Provident Fund and other Indian Civil Service family welfare funds. Most of the Finance Department circulars in the file amend the following rules:

  • Fundamental Rules, 1924 and the Supplementary Rules;
  • Civil Services (Classification, Control and Appeal) Rules;
  • Civil Pensions (Commutation) Rules;
  • Superior Civil Service Rules;
  • Superior Service (Compulsory Retirement) Rules 1932.

Although the majority of Finance Department circulars in the file concern amendments to regulations about personnel, there are also several which amend regulations governing the keeping of public accounts and control over government expenditure. There is also one Finance Department circular about amended customs regulations for the control of drug imports and exports (folios 28-30). The file also contains a few Government of India circulars issued by the Home Department. These are also routine notifications of minor amendments, mainly to the Superior Civil Service Rules, with regard to the number, title and grading of posts in Government of India departments.

Folios 110, 115 and 125 have been additionally numbered 111, 116 and 126 respectively, on the verso The back of a sheet of paper or leaf, often abbreviated to 'v'. .

The earliest documents at the front of the file (ff 1D, 2-26) were originally numbered 554 to 579 in pencil in the top right hand corner
