Simla, the 29th June 1933.
No. D.|4866 F.—In exercise of the power con
ferred by Rule 16 of the Superior Civil Services
Rules, the Governoi General in Council is
pleased to make the following further amend
ment in Appendix A to Schedule IV of the
said Rules, namely :—
Under the heading " B.— Posts " alter the
entry " The post of Master of Security Printing,
India ", the following entries shall be inserted,
namely :—
(i) " The post of Deputy Master, Security
Printing, India (with effect from the
1st April 1930),
(n) The post of Deputy Controller of
Stamps (with effect from the 12th
February 1928. The post was de
signated Deputj' Controller of
Central Stamps Store up to the 31sr
March 1928)."

Central India Coalfields Railway Construction
and the Director of Army Audit and the Chief
Accounting Officer to the Hijrh Commissioner
for India.
A copy is also forwarded to the Master,
Security Printing, India, in continuation of this
Department's letter No. D.-5158-F., dated the
11th August 1932.

They are routine notifications of minor amendments to regulations and procedures governing the appointment, pay, pension and other conditions of service of Government of India employees, such as their entitlement to leave and travel expenses, their contributions to the General Provident Fund and other Indian Civil Service family welfare funds. Most of the Finance Department circulars in the file amend the following rules:

  • Fundamental Rules, 1924 and the Supplementary Rules;
  • Civil Services (Classification, Control and Appeal) Rules;
  • Civil Pensions (Commutation) Rules;
  • Superior Civil Service Rules;
  • Superior Service (Compulsory Retirement) Rules 1932.

Although the majority of Finance Department circulars in the file concern amendments to regulations about personnel, there are also several which amend regulations governing the keeping of public accounts and control over government expenditure. There is also one Finance Department circular about amended customs regulations for the control of drug imports and exports (folios 28-30). The file also contains a few Government of India circulars issued by the Home Department. These are also routine notifications of minor amendments, mainly to the Superior Civil Service Rules, with regard to the number, title and grading of posts in Government of India departments.

File papers are arranged chronologically, according to the date they were circulated to the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Bahrain and others.

Physical characteristics

Foliation: numbered 1A-1D, 2-40, 41A-41B, 42-96, 100-110, 112-115, 117-125, 127-252, 253A-253B, 254-255, 257-266, 267A-267B, 268-302, 303A-303B, 304-352, 354-365. The numbers 97-99, 256 and 353 have been omitted. The numbering is written in pencil in the top right corner of the folio, starting at the front of the file, on the file cover (f 1A) and ending on the inside cover at the back of the file (f 365). Folios 110, 115 and 125 have been additionally numbered 111, 116 and 126 respectively, on the verso The back of a sheet of paper or leaf, often abbreviated to 'v'. .

The earliest documents at the front of the file (ff 1D, 2-26) were originally numbered 554 to 579 in pencil in the top right hand corner
