Supplementary Rule 17) when travelling on duty in the United
Kingdom, it might result in certain anomalies, for example,
a Major, Indian Army (married) whose pay is Rs.1305 a month
will "be required to travel third class on duty by virtue of
his rank, whereas a civil officer of equivalent, and in some
case of lower official status, would be entitled to travel
first class by virtue of the pay drawn by him.

the purpose of railway travel in Great Britain and
Northern Ireland. •
In reply to your letter of the 9th November 1933,
No .F .5 (28)-R.I ./33, on the above subject, I am directed by the
Secretary of State in Council to inform you that he notes that
the Government of India agree to restricting the privilege of
Ist Class travel in the case of civil officers, to those in
receipt of pay of £1000 inclusive per annum and over, when
travelling on duty in Great Britain and Northern Ireland. The
restriction does not apply to travel in the Irish jree .otate.
It is presumed that "pay of £ 1000 per annum" refers to the
sterling equivalent of the pay and officer would draw while
he is on duty in India and not the pay he would draw on duty
in this country. It is also presumed that overseas pay should
be excluded from the calculation since it would appear to be
unjustifiable to discriminate in this matter between officers
of non-Asiatic domicile and those of Asiatic domicile who are
in receipt of the same rate of basic pay. It may also be desirx-
able to express the limit in
rupees

I am to add that the Secretery fif SxtE of State in
Council agrees that military officers in civil eivloy should
be governed by civil rules.
