Simla, the 13th June 1935.
No. F. 337134. —The following resoluticu by
the Secretary of State for India in Council is
published for general information ;—
In exercise of the powers conferred by sub
section (2) of Section 96C of the Government
of India Act, the Secretary of State for India,
with the concurrence of the majority of votes
at a meeting of the Council of India held this
21st day of May 1935, hereby makes the follow
ing amendments in the Public Service Commis
sion (Functions) Rules, 1926, namely :—
I. In Part I of the said rules, for rule 2 the
following shall be substituted namely :—
" 2. In these rules, the expressions, ' All-
India Services ' Central Services,
Class 1 ' Central Services, Class II '
' Provincial Services ', ' Specialist Ser
vices ', ' Railway Services, Class I \
and ' Railway Services, Class II
shall have the meanings assigned to
them in the Civil Services (Classifica
tion, Control and Appeal) Rules, or
the Railway Services (Classification,
Control and Appeal) Rules, as the case
may be, and the terms ' Commission '
and ' Member ', the meanings assigned
to them respectively in the Public Ser
vice Commission (Conditions of Ser
vice) Rules, 1926."
II. In Part II of the said rules,
{%) for the heading " A—ALL-INDIA
SERVICES, AND CENTRAL
SERVICES, CLASS I ", the follow
ing shall be substituted, namely :—
" A—ALL-INDIA SERVICES, CENT
RAL SERVICES, CLASS I.
AND RAILWAY SERVICES,
CLASS 1."
(it) in rules 3 and 6, after the words
" Central Service, Class I the
words, " or a Railway Service, Class
I shall be inserted.
(m) for rule 7, the following shall be sub
stituted, namely :—
" 7. Notwithstanding anything contain
ed in these rules—
(t) it shall not be necessary for the
Governor General in Council to
consult the Commission in re
gard to the selection for ap
pointment to a Central Service,
Class I, or a Railway Service,
Class I, of any officer holding
His Majesty's Commission, or
who is already a member of an
All-India Service, or a Central
Service, Class I, or a Railway
Service, Class I ;
(it) the Governor General in Council
may by Notification in the
Gazette of India exclude any
post or posts included in a
Central Service, Class I, or a
Railway Service, Class I, from
the operation of rule 5 or rule 6
of these rules, which shall there
upon, to the extent of that ex
clusion, cease to apply."
{iv) for the heading " B—Provincial Ser
vices. Central Services, Class II, and
Special Posts ", the following head
ing shall be substituted, namely ;—
" B—CENTRAL SERVICES, CLASS
II, RAILWAY SERVICES,
CLASS II, PROVINCIAL SER
VICES, AND SPECIALIST
SERVICES."
(v) Lor rule 8, the following shall be sub
stituted namely :—
" 0. The Commission shall, if so requir
ed by the Governor General in
Council, perform the same func
tions in regard to recruitment to
any Central Service, Class II, or
Railway Service, Class II, or to
any specialist service to which ap
pointment is made by the Gover
nor General in Council as it is
required by rules 3 to 5 to perform
in the case of any Central Ser
vice, Class I, or Railway Service,
Class L"
(in) in rule 9, for the words, " special
post ", the words " specialist ser
vice ", shall be substituted.
111. In Part III of the said rules,
(t) for the heading, the following heading
shall be substituted namely :—
Functions of the Commission in regard
to disciplinary and other orders,
appeals and memorials."
(ii) for rule 10, the following shall be sub
stituted, namely :—
10. The Governor General in Council
shall—
(а) before considering any appeal
presented to him in accordance
with the rules in Part XIII of
the Civil Services (Classifica
tion, Control and Appeal)
Rules, or Part VIII of the Rail
way Services (Classification.
■Control and Appeal) Rules, or
(б) before passing any original order
imposing any of the penalties
specified in clauses («), (in),
(iv), (vi) or (vii) of rule 49 of
the Civil Services (Classifica
tion, Control and Appeal)
It'ules, or of rule 29 of the Rail
way Services (Classification.
Control and Appeal) Rules, con
sult the Commission in regard
to the order to be passed.
Provided that it shall not be
necessary for the Governor
General in Council to consult
the Commission in anv case in

They are routine notifications of minor amendments to regulations and procedures governing the appointment, pay, pension and other conditions of service of Government of India employees, such as their entitlement to leave and travel expenses, their contributions to the General Provident Fund and other Indian Civil Service family welfare funds. Most of the Finance Department circulars in the file amend the following rules:

  • Fundamental Rules, 1924 and the Supplementary Rules;
  • Civil Services (Classification, Control and Appeal) Rules;
  • Civil Pensions (Commutation) Rules;
  • Superior Civil Service Rules;
  • Superior Service (Compulsory Retirement) Rules 1932.

Although the majority of Finance Department circulars in the file concern amendments to regulations about personnel, there are also several which amend regulations governing the keeping of public accounts and control over government expenditure. There is also one Finance Department circular about amended customs regulations for the control of drug imports and exports (folios 28-30). The file also contains a few Government of India circulars issued by the Home Department. These are also routine notifications of minor amendments, mainly to the Superior Civil Service Rules, with regard to the number, title and grading of posts in Government of India departments.

File papers are arranged chronologically, according to the date they were circulated to the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Bahrain and others.

Foliation: numbered 1A-1D, 2-40, 41A-41B, 42-96, 100-110, 112-115, 117-125, 127-252, 253A-253B, 254-255, 257-266, 267A-267B, 268-302, 303A-303B, 304-352, 354-365. The numbers 97-99, 256 and 353 have been omitted. The numbering is written in pencil in the top right corner of the folio, starting at the front of the file, on the file cover (f 1A) and ending on the inside cover at the back of the file (f 365). Folios 110, 115 and 125 have been additionally numbered 111, 116 and 126 respectively, on the verso The back of a sheet of paper or leaf, often abbreviated to 'v'. .

The earliest documents at the front of the file (ff 1D, 2-26) were originally numbered 554 to 579 in pencil in the top right hand corner
