Telegram regarding the Viceroy's presumption that the enquiry is happening under Pelly's general supervision and that no important decisions will be taken without Pelly's sanction. The telegram reminds Pelly to keep the enquiry as secret as possible and to keep the Government of India informed of any progress using cipher telegrams.

Pencil notes at the bottom of the telegram note that there is no date for the original telegram and that a copy was placed in the prisoners and witnesses file 28 March 1875.
